   Some readers asked that electric bicycles, electric mopeds, and electric motorcycles are all rechargeable vehicles. What kind of vehicles meet the registration standards? Do electric bicycles that have already been licensed need to be re-applied? The reporter conducted an interview.

Three types of vehicles are treated differently

   According to the Hefei traffic police, these three types of vehicles are different in appearance. Among them, electric bicycles have pedal riding ability; electric mopeds and electric motorcycles have no pedal riding ability. At the same time, as far as the maximum design speed is concerned, electric bicycles shall not exceed 25km/h, electric mopeds shall not exceed 50km/h, and electric motorcycles shall not exceed 50km/h. In terms of vehicle quality, electric bicycles are less than or equal to 55kg, and electric mopeds and electric motorcycles do not define vehicle mass in accordance with the General Technical Conditions for Electric Motorcycles and Electric Mopeds (GB/T24158-2018). In addition, there are differences in battery voltage and electric power among these three types of vehicles.

   In terms of driving qualifications, electric bicycles do not need a driving license, electric moped drivers must hold F, E, and D certificates, and electric motorcycle drivers must hold E.

   On the right of way, electric bicycles run in non-motorized lanes, and electric mopeds and electric motorcycles run in motorized lanes.

   In terms of wearing helmets, the Hefei Traffic Police Department has also made different requirements. It is recommended to wear helmets on electric bicycles, and both electric mopeds and electric motorcycles must wear helmets on the road.

   Some citizens mentioned whether these vehicles can carry people. The Hefei traffic police said that electric bicycles are allowed to carry a minor under the age of 12. When carrying preschool children, safety seats should be used. Minors over the age of 16 driving electric bicycles are not allowed to carry people. The electric mopeds cannot carry people. In addition to the driver, the electric motorcycle with a fixed seat is approved to take one person.

   In addition, in terms of purchasing insurance, the Hefei traffic police introduced that electric bicycles are non-motor vehicles, and it is recommended to purchase third-party commercial insurance. Both electric mopeds and electric motorcycles are motor vehicles, and compulsory motor vehicle insurance must be purchased on the road.

   The traffic police department stated that in accordance with the relevant provisions of Article 10 and Article 31 of the "Hefei Road Traffic Safety Regulations", the city of Hefei has stopped handling motorcycle registration, except for official business needs. Motorcycles registered outside the urban area shall not be moved into the urban area for registration; motorcycles outside the urban area shall not be allowed to drive on the roads within the urban second ring road (excluding the second ring road) and other restricted areas.

   When a residence permit is required:

Therefore, a residence permit is required.

   In addition, in response to the situation that the electric bicycle number plate has been issued before, the Hefei traffic police department stated that according to the "Anhui Province Road Traffic Safety Management Regulations", from November 1, 2007, Hefei City will implement a normalized management of electric bicycles, and issued electric bicycles. The bicycle number plate is valid for a long time and can be used normally.

   Invoices and certificates of conformity cannot be found:

   For the situation where the invoice and the certificate of conformity cannot be found, the Hefei traffic police introduced that the in-use electric bicycle that conforms to the "Technical Specification for Electric Bicycle Safety" (GB17761-2018) (referred to as the "new national standard") must have a certificate of conformity and an invoice when registering. If the certificate and invoice are lost, they should be reissued at the sales company. Electric bicycles in use that meet the "General Technical Conditions for Electric Bicycles" (GB17761-1999) (referred to as "Old National Standard") must have a certificate of conformity when registering. Only temporary traffic signs can be registered; if the invoice is lost, a formal commitment letter must be used to ensure that the vehicle is a legitimate source, and an electric bicycle number plate must be issued.

   Electric bicycles in use neither meet the "new national standard" nor the "old national standard":

   When registering electric bicycles in use that neither meet the "new national standard" nor the "old national standard", if the certificate and invoice are lost, the vehicle must be a legal source in the form of a standard commitment letter, and a temporary traffic sign shall be issued.
